McMillan initially took a degree in literature/english, arriving in Australia in 1977, establishing a studio in Sydney. He became associated with Art Network magazine, later serving as editor. He also engaged with the Tony Tuckson family legacy collection with a MFA thesis on Tuckson for the UNSW. His artwork frequently used assemblage with a range of media.
